Call for Papers

Promoting Democracy and the Rule of Law – Global Perspectives

Instituto de Estudios Internacionales

Universidad de Chile (Santiago de Chile)
5-6 December 2024

This interdisciplinary conference is part of the Jean Monnet Network EU-VALUES (EU Research and Education Network on Foreign Policy Issues: Values and Democracy) and seeks to explore strategies to promote democracy and the rule of law within various institutional frameworks and policy environments from a comparative perspective.

In response to the evolving global landscape, the EU has critically reassessed its longstanding approach to safeguarding and advancing its core values of human dignity, freedom, democracy, equality, the rule of law, and human rights, both domestically and internationally. This commitment was recognized with the Nobel Peace Prize in 2012 and is enshrined in the EU's legal framework through the Lisbon Treaty and the Charter of Fundamental Rights. Faced with recent challenges such as the COVID-19 pandemic and growing geopolitical tensions, notably Russia's attack on Ukraine, the EU is compelled to adapt its foreign policy and strategic outlook to the new environment. This adaptation includes revising existing strategies and developing new, agile approaches to address sudden threats and uphold democratic principles.

Against this backdrop, the Instituto de Estudios Internacionales (International Studies Institute) at the University of Chile, in association with EU-VALUES, opens a call for papers for the conference themed “Promoting Democracy and the Rule of Law – Global Perspectives”. The conference aims to explore how values related to democracy and the rule of law are promoted worldwide by national states and international organizations and to discuss the impact of related strategies and instruments. More specifically, the conference will examine how EU strategies to promote democracy and the rule of law are implemented globally and how principles advanced by the EU are evaluated in different parts of the world. A special section will be dedicated to EU – Latin America cooperation in the promotion of democracy and the rule of law.

Paper proposals can fit within, but are not limited to, the following topic areas:

Promotion of the Rule of Law and Democracy beyond Europe
